What’s Changing Nationally?
From 1 November 2025, the Australian Government is expanding bulk billing incentives to cover all Medicare-eligible patients. Practices that choose to bulk bill all patients for all consultations may also join the Bulk Billing Practice Incentive Program (BBPIP), which offers a quarterly 12.5% incentive payment.
Why Our Practice Is Not Moving to Bulk Billing
Medicare Rebates Still Fall Short
The Medicare rebate for standard GP consultations remains well below the actual cost of delivering quality care. Even with the new incentives, the income generated from bulk billing does not cover rising operational costs.
Sustainability of Our Services
To continue offering lengthy consultations, comprehensive care, and timely access, we must maintain a mixed billing model. Bulk billing all patients would compromise our ability to invest in staff, technology, and facilities.
Quality Over Quantity
We believe in spending time with our patients to address complex and chronic health needs. The current Medicare structure rewards shorter visits, which does not align with our commitment to thorough, patient centered care.
Flexibility for Patients
Our mixed billing model allows us to continue bulk billing eligible appointments such as Care plans and Health Assessments, while ensuring the practice remains viable.
